State monopoly, commercial commissions, war duties. Import-export records. Customs permits for incoming-outgoing shipments. Complete correspondence of all functionaries, from the lowest rank to the highest. Messages in code from spies, informers, agents of the various intelligence branches. Invoices of arms smugglers. Everything. The least little scrap of paper with writing on it.
